All in all - as these guys have definitely made pretty clear
Getting an i7 from within this last year will be best so you're covered there..
As Mike put it, graphics cards are pretty much tapped out right now with the exceptions of little 'add-on' features like G-Sync/Free-Sync and "Ray Tracing" which is some fancy stuff even I don't really worry about..
Although, ray tracing if I'm not mistaken; will be a feature with getting a 2k series Nvidia card.. I'd look into that, there are some games that really benefit with immersion when Ray Tracing is enabled.
Check-list:
i7 9k series (top dawg for Intels consumer lineup so, good shit there)
2000 Series GFX of any kind from Nvidia will be otherworldly compared to hardware you've probably been using for a good bit...
16GB RAM or better is a definite must; and from the builds you sent, having 32 will be more than enough for any applications you might put to use.
M.2 SSD (250-512GB for OS, and Main played games) << This will knock your socks off, and probably will be the most noticeable improvement. Even with a little age, my M.2 SSD (Samsung 960 EVO I think) is still lightning fast; Boot up time has to be sub-10 Seconds for sure. I'd say from Button press to login screen, about 8-9 seconds.
Storage should always be 1TB or more, especially with you mentioning getting some editing going. If possible, just opt-in for a 7200RPM model for the best performance. I still use my HDD for games since my SSD is only 250GB, and it all works out just fine. Slower startup, and load times..but I'm in no hurry when I'm trying to relax.

As for a monitor -
I was a HUGE fan of this one when I had it (life issues, had to sell) .. CURVED 81cm (32in) Screen, 1080p, 1ms Response Time, and modes for 120, 144, and 165Hz refresh rates. I used the 144 most often for stability, but since you'll have a 2080 or similar, 165 will literally spoil you, and you'll never go back below 120hz.
Everything else in a PC past this point is just bonuses so, hopefully we've not convoluted the subject too much. Let us know what you pick!
